Visalandhra – needs for new state

With continued agitation to form telangana and central government’s decision to start process to carve out a new Telangana state from Andhra Pradesh shown unease and unhappiness in people from Costal Andhra and Rayalaseema. Reasons for this unhappiness are many folds these include fear loss of investment, fear of loss of identity as united Andhra Pradesh, fear of loss of world class city, fear of future problems created by new state in terms of Irrigation and lots more. Currently all people from Rayalaseema and Costal Andhra are peacefully protesting separation of AP. Should centre insist on continuing to divide AP into two states Telangana and Visalandhra (New state with Costal Andhra and Rayalaseema) center should compensate people from Visalandhra.

Carving Telangana from Visalandhra will result in more than half population loosing Hyderabad and its amenities. Central government should compensate Visalandhra people for this. Central government should announce a package (in the order of at least 100,000 crore) to create a new capital complex for Andhra and Rayalaseema together. Instead of concentrating the all capital complex at one place plan should be in such a way create administrative, revenue, financial, technological, educational and port based capital complexes at various places evenly distributed in new Visalandhra State.

New State also needs easy access to International airports for development, current international airport at Visakapatnam will not be accessible to all people of Vishalandra so Central government should promise development of two further international airports to help new state achieve reasonable growth. Tirupathi/Cuddapah and Vijayawada could be ideal for these international airports.

Central government should promise commitment to continue development and industrialisation of port regions in Coastal region. Railways for these regions are controlled by south central division at Secundrabad. It would be Ideal if new Coramandal division carved out from south central division.

Irrigation projects need to be renegotiated and interests of people of Costal Andhra and Rayalaseema should be considered. New states should continue commitment to continue great work started by YS Rajasekhar Reddy in improving living conditions in regions of economically backward regions in Rayalaseema and Andhra.

Education is important area which Central government should focus before carving telangana out of Andhra Pradesh. New Visalandhra will lose out Institutes like JNTU, IIT Medak, Indian Institute of Information Technology, International school of Business, NG Ranga Agricultural University, National Institute of Nutrition, CCMB, and various defence research organisation. Central government should develop news institutes comparable to above in various places spread across new Vishalandhra State. Development of these institutes should start even before carving Telangana out of AP.

Health care is one aspect Central government should concentrate on developing in new state. Hyderabad developed into well structured tertiary health centre with both government and private investments. Government has poured lots of money in developing various tertiary health centres around Hyderabad. No Andhra people will be able to go to Hyderabad (once seperated) with dignity for healthcare. Central Government should address this problem by creating at least two centres of excellence one in Costal Andhra and one in Rayalaseema region, these should be in lines of JIPMER, AIIMS.

List will go on; new state will need lots of investments to just exist. Andhra Pradesh people will need to continue agitating for unified Andhra Pradesh. If Central government insists on separating into two states they should address inequalities and show commitment to develop new state with self sustainability. People of Costal Andhra and Rayalaseema should continue agitation peacefully and politically for self sustainability should a new Visalandhra carved out of Andhra Pradesh.

    Sriram,
    I thnk you are honest in putting forth your concerns. But I think most of the problems you are anticipating are actually not real considering such infrastructure already established in Andhra region.
    I really think you should make a change in your stance regarding the teritiary health care provision. I don’t think people would portray their feelings of ego or lsot dignity at times of need especially during something like illness and other helath care necessities.
    Well you need not worry about these things because once the state is separated atleast for sometime until all the infrastructure is restored everyone will have access to resources in hyderabad. Separate state is only to share the resources equitably thats not happening now, but not to deprive people of basic necessities. Why do people in andhra look ar the separate state as something like a separate country.
    Even today most people in ananthapur, chittor,nellore and prakasham look at Bangalore or Chennai when they need city class amenities and certainly not at hyderabad.
    You said international airport is far away in Vizag but rayalseema has access to bangalore, chennai and hyderabad. You don’t need visa to cross states my firend and hyderabad is not moving away in distance if separate state forms. Regarding the defence labs and other institutes you mentioned their intake is based on merit and not on regions. So you are not losing out anything from them. Telangana and andhra students have same equal chance of getting seats there and actually every indian student has the equal right and chance to join these institutions. Even andhra region has two JNTU’s (one in ananthapur and other in kakinada, whereas telangana has one in Hyderabad thats all). If hyderabad has agriculture university andhra region has SVIMS and University of Health Sciences. As a doctor myself, SVIMS I know is being already developed on par with NIMS. May be andhra people only require a NIT and a IIIT. Even NIT is a jointly funded institution and like happened before in other states, more than one state can share half of the seats and remaining half going to central qouta.
    ANdhra has a space centre and hyderabad only has few research instituions. You cannot ask for a second hyderabad to be built in andhra if separate state forms. Ofcourse I think there would be some funds required to establish an administrative capital.
    So your fears and concerns are actually not that seriuos and if at all very small. Such fears are only instigated by politicians for their own selfish interests. So please support tseparte states. That way we will bew able to support each other with out any hard feelings or questions of dignity

    Thanks for comment.

    I agree using dignity in describing access to health care was not necessary, but with the current situation in Andhra Pradesh people may feel that way once state is divided against their wishes. I am from Nellore and I know many from my native village still go to Hyderabad (despite its physical closeness to Chennai or Vellore) it is because Hyderabad is like their home.

    Regarding education it is not just the Elite institutions as I mentioned before. You should consider proportion of Engineering, Polytechnique, and Medical and higher institutes based around Hyderabad (Both Government and Private).

    I do use Hyderabad to travel to abroad and also to shop for my family. Many of my cousins settled in private sector jobs (despite multiple offers of job in other cities like Chennai, Banglore) in Hyd despite being far away from Nellore.

    Hyderabad was developed by people from Andhra Pradesh (People from Costal Andhra + Telangana + Rayalaseema) for Telugu people to be recognised in Both India and Abroad. I hear argument that even before joining AP Hyderabad was developed under Nizam. Did u know that Nizam developed Hyderabad from taxes not just from Telangana and neighbouring parts under his rule. He also got considerable share in Andhra and Rayalaseema taxes from British because he conceded them to British.

    When State is divided in to two parts against the wishes why should people from Andhra and Rayalaseema use Hyderabad for their amenities. I am here asking Central government to show solution to this problem before abruptly cutting state into two parts. This may require investment in order of 50 billion $ (Government) in addition to private investment. Costal Andhra and Rayalaseema need growth engines like Hyderabad. This is especially relevant in current Indian situation as it is trying to move into a manufacturing and service economy and shedding its past as a agrarian economy. This request for investment is as legitimate as your request for development in irrigation in Telangana.

    Costal Andhra and Rayalaseema people had raw deal most of the times at the beginning. Nizam gave them as a gift to British (This later turned to boon because of people like Sir Cotton). We lost Chennapatnam (Chennai) a small telugu village leased to build a business fort by East India company which would later become Chennai. This was due to politically strong Tamil leaders at center. We lost dignity and self respect multiple times. This is going to repeat again. We will not let it happen without a fight.

    I don’t care about which Andhra or Rayalaseema politician is going to lose because he or she has invested in Hyderabad. In fact I feel these corrupt politicians should lose their money as I believe money not earned in correct way (illegal money) does not belong to them and will not stay with them.

    As you said, A/R people will loose all the airports and other inftastructure if the state gets seperated. True. But, will not the people in T loose anything in A/R? How many investments and projects(polavaram, pothireddipadu, velugodu, gajuladinne, sunkesula, prakasam barriage, dhavaleswaram to name few….) started in A/R by the state of AP? How many SEZs, Ports, Industries along the coast?

    If the govt will pay billions of rupees to A/R to construct an airport, how many billions to be paid to T to have a port or atleast to have a sea?

    All these statements are baseless..
    There is proper process with the costitution/Govt of India to address all these issues and needs. A person with little knowledge cannot talk in one way.

    Agitations arise when a group of people continuously ignored and do not justified. T people are not gighting for their investments or luxuries? They are fighting for their basic ameties. Justice for their needs.

    How many water projects are there in T? Srisailam/ Sagar are in the boarder. Only Sriram sagar which is being used now for fields.

    Everybody looses something when the state gets divided. That is common. But, one cannot deny the basic amenities of others for the sake of their luxuries.

    You are talking about Airport/Shopping malls etc. but t people are talking about their food and water.

    Please come down to earth and start thinking of poor and real facts.

    BTW, I am from Srisailam(not from T) which is part of both T and R.

    My post clearly says needs for new state. This argument is legitimate and is similar to demands by new Telangana state for their development.

    Telangana want to seperate because there is no investment in irrigation. Seemandhra should also fight for lack of infrastrusture that Telangana in particular Hyderabad have. Once seperated we in seemandhra cannot use Hyderabad infrastructure for our growth and development. And also we are not fighting to form seperate state.

    For your other question about industrial development in particular I refer you to my other post below which shows clearly that Telangana has 68 SEZ, compared to 7 in Rayalaseema and 28 in costal andhra.

    You post also implies as if Irrigation development was not done in Telangana. Please tell me which regions does Left sided canals of Srisilam and Nagarjunsagar supply.

    My demands are not unreasonable compared with yours like bringing sea to Telangana.
